You could make just as good an argument for "democratic kitsch," including Uncle Sam, Rosie the Riverter, and British imperial propaganda posters -- some of the original "cigar box art." The dictators seem to be, in part, borrowing a statist aesthetic from the Anglosphere, which has never had a dearth of kitsch.
